Windows 11 can be saved to a USB using a tool on the official Microsoft website, or you can download the iso file and save it to a USB using a utility.
Search the Internet for Windows 11 downloads.
Download the Windows 11 disc ISO from the Microsoft homepage below.
Select the language of Windows 11 you want to download.
Download 64-bit Windows 11.
Click 'Save As' to save it to your desktop.
You will need a separate utility to save the downloaded Windows 11 iso file to a USB.
